Gauss's Law and Local Electric Field

The net electric flux through the surface of the red sphere is always the same according to Gauss's law for electric fields because the net charge enclosed is zero. However, the vector attached to the movable blue point shows that the local electric field varies not only at different points on the surface but as the radial position of the charges changes.
