Twelve beavers share news using a network of wires.
A wire connecting two beavers means that those two beavers can share news directly.
When a beaver receives news, the news is immediately and simultaneously spread using all the beaver's wires.
If there is news that should be spread as quickly as possible to all twelve beavers, which beaver should be told the news first?
